Advises that Liaison Conferences (Renraku Kaigi) were very important in forming Japanese Government policies leading up to Pearl Harbor and that, as a result, it needs to be determined which Japanese officials attended each meeting and in what capacity. Contains attachments with reports from Munroe and Larsh to help in this matter.
