To the Rebuttal Committee from the Chinese Division. Indicates that IPS Document 2981 "shows that the Japanese Foreign office had the information in early September 1931, two weeks before the outbreak of the Mikden Incident, that ITAGAKI and others of the Kwantung Army were using ample funds and manipulating Japanese adventurers and members of the 'Kokusui-kai (National Essence Society.)'" Says that the only way to introduce this document to challenge the cross-examination testimony of ITAGAKI is to enter it during rebuttal.
