Informs Keenan that Mr. Pignatelli has completed the preliminary work relating to the planning of the project he was assigned, but that he needs personnel before moving ahead. When it was suggested that he assemble materials, Pignatelli responded that he was not qualified to do so. Tavenner recommends that further action be delayed until Keenan returns in a few weeks, unless Keenan's arrival will be delayed. In that case, Tavenner requests guidance on how to handle Pignatelli's assignment.
