U. von Marchtaler, First Secretary of the former German Embassy in Tokyo. "This statement sets forth the Japanese policy from 1936 to 1945 under the aspect of German-Japanese relations. Because of the thoroughness in which this matter has been treated, it is believed that all members of the legal staff might read this report with an increasing appreciation of the intrigue which permeated the Japanese Foreign Office during this period."
