Analyzes "documents of the 1500 series from 1500-A-3 to 1500-K-3, inclusive, . . . mostly military intelligence reports by G-2, though a few are orders from Naval Operations." End comment states: "The foregoing reports, conclusions and instructions are undoubtedly improper proof of the facts reported for the reason that the source of hte informaiton is undisclosed, that in most cases it is obviously heresay on heresay, that they are replete with opinions and conclusions, and that they are irrelevant in that they no facts which justify the action of the accused or the Japanese Government since they are purely defensive measures as privileged communications."
