Brooks, defense counsel, line of questioning that intimated that "powerful American and European commercial interests" were to blame for the "situation that caused Japan to become an aggressor in China." Brooks was stopped during his cross-examination of Gen. Chin Teh-chun. Webb later stopped defense attorney Capt. Samuel Kleiman "when he attempted to prove that Russia used its consulate in Harbin to spread Communism propaganda in 1920."
