Topics include Japanese government involvement at the outbreak of the Russo-German War, reasons for change of the second KONOYE cabinet, story behind "wiping the slate clean," and actions taken at the liaison conferences "relative to the manner of giving notice before commencement of hostilities and the content of that notice."
