The translation refers to Capt. Yusei "WAMITSU". The name "WAMITSU" is also translated "WAKO".

Wako came in to see Sato as to the advisibilithy of administering severe punishment to flyers and requested instructions. Sato accepted Wako's opinion, ordered disposition, and Wako and several others disposed of 8 flyers. (Sato responsible for this story).

Wako sent a representative of public opinion to Sato stating that capital punishment would be the result of a trial and suggested disposing of the prisoners as if killed during the bombing of the previous day.
