Statement of Hyakutake (31 July - 5 August 1947) In the latter part of 1944, Yukizo Ohno was dean of the Medical School.

The dean of the medical school would have full authority over administration of the school, but matters referring to finance would be handled through the Finance Department and Hyakutake. The budget of each college is forwarded from the Finance Department to the Ministry of Education, and the money turned over to the individual college when received. The Dean (Ohno) is responsible for his college curriculum, although the teaching program is drawn up through the department head, then submitted to the president through the dean.

Each department has a specialist. If a problem might arise involving material or supplies for use in a department, the dean would advise and assist. The dean of the Medical school had his own department and acted more as a representative of the medical college. The dean is the responsible person of his college with the department head responsible to him. If the dean did not have all particulars on any incident, he would bring the professor involved directly to the president for clarification.

In case of an emergency of a badly wounded person, Ishiyama could have used the facilities at the University without first asking permission of the dean, al­though the dean (Ohno) then would have to be apprized.

The assistant professors under Ishiyama could have come to Hyakutake and he would have defended them, would investigate it by inquiring of the incident through Ohno, and if he were unfamiliar with the facts, had him bring in Ishiyama and the assistants.

Nakashima (Nakajima) was a great man, difficult to control, stronger than Ohno, who came to Hyakutake with every little problem.
