Either Sano or Koboyashi, C/S Air Defense Tokyo Hqs, in Feb. 1945 sent out a radio that fliers be treated as captured survivors and not as POWs until a military commission found them not guilty of indiscriminate bombing. (Not a Tojo trial accused).
