D ordered W not to investigate KIU incident, since it would result in a bad name ,for Western Army and KIU, and it was thought that they could conceal KIU incident through the Hiroshima story.
D and Akita sent false report to Kurume CIC. Inada was worried about his own criminal responsibility as to KIU. After war, Inada was chief of Western Army.
