Morgan forwards to the Bureau telegrams that had been returned by the censor for members of the German Diplomatic Corps "who had previously been detained at the Greenbrier Hotel, White Sulphur Springs, West Virginia." The telegrams were being forwarded prior to the German detainees embarkation for Europe so the Bureau could determine how to handle them.
