Reports on the testimony of Keisuke Okada (former premier and navy minister in the Tanaka government of 1920) who stated "that the policy of the Tanaka government had been to advance into Manchuria peacefully and then by degrees into China, since the Japanese were prevented to 'advance peacefully' into the United States by the so-called 'Gentlemen's Agreement.'" Sir William Webb questioned whether or not the phrase pertaining to the United States had been translated correctly. Other topics discussed included the Tanaka Memorial (that supposedly outlined Japan's aggressive policy), the killing of Chang Tso-Lin as the first action by the military clique against the Tanaka government, and the events under Okada's government.
