Statement of Matsunaga (5 August 1945)

35, an eye doctor in Tokyo, graduated from a Korea medical school in 1934 and went into the Japanese Army, became a major in 1942, was in GHQ in the Medi­cal Bureau from 1943 until 30 November 1945, worked on disposition of person­nel in bombing raids. He went to visit WAH and Fukuoka alone to check dispo­sition of injured from China in December 1943, again visited WAMS alone in February 1945, spoke to Lt. Col. Daiyu Sato, director of WAH Hospital Horiuchi and Yoshimura. Matsunaga then recalls a trip in April or May 1945 in which Hamano accompanied him, in which he visited the Fukuoka Sanitarium, a civilian institution, talked to Yoshimura. Matsunaga was never accompanied by Kobayakawa on these Fukuoka trips.

Matsunaga did visit KIU about March or April 1946. In his 3rd trip Hamano went on the same mission, i.e., to get a new director for the sanitarium, but on a different train.

The Chief of Staff of WA is responsible for the operation of the hospital's of WA (Inada). If a director of a hospital wanted something in particular to be done, he would go to the Chief of Staff, who would in turn seek the advice of Horiuchi, and the Chief of Staff (Inada) would then advise the director.

Col. Otsuda was chief of staff of which Matsunaga was a member and of which LT. Col. Kobayakawa was also a member.

It would be illegal for army surgeons to conduct experimental operations on healthy PWs; it cannot be permitted by the army. No one could authorize such operations. Kambayashi ordered that PWs be given proper medical care.

Experimental operations on a live PW would be reprehensible conduct by a Japanese army medical officer.

Matsunaga does not know Komori. Ishiyama, knows nothing of the KIU incident.
