Statement of Sakaro (2 September 1947)

42, director of 1st Tokyo National Hospital, Atami Branch, graduated from Tokyo Imperial University Medical College in 1930, entered Army, made Lt. Col. in 1943 and assistant to chief of Hygiene Section of Medical Bureau, demobilized in November 1945. In April, May and June 1945 his principal duty was research in the army medical school, also conducted by civilians. Sakaro arranged for research forwarded requests to the Chief of Staff. Sakaro saw reports of research from the army medical school, which were submitted through the re­search section to the War Ministry.

The war time research committee was not involved in blood substitute. The Medical Bureau had no authority to authorize experiments on humans.
