The drafter puts his seal on original, circulates it to the secretaries concerned and obtains their opinions as to where it should be forwarded and if they approve, they affix their seals. The Senior Staff Officer then peruses it, makes necessary amendments and affixes his seal. The drafter then shows it to the Chief of Staff, who makes necessary amendments, affixes seal. On especially important matters, the Chief of Staff will order that the seal of approval of the Army Area Commander be obtained, but otherwise forwarded without his seal. On approval, the drafter submits the original draft to the Admin. Officer who makes an entry of the document number, makes a clean copy with a reserve copy plus the usual copies, makes out letter of transmittal with date, sender, recipient, and summary of contents, and seal of Chief of Staff is affixed and usually seal of drafter, although not always. The letter of transmittal and the report are forwarded together, the original draft and reserve copy are kept. |
