Statement of Misao (1-4 August 1947) Misao received his appointment to the Educational Department’s Scientific Promotional Council, from Lt. Gen. Kambayashi, head of War Department Medical Section, notified through Horiuchi. In March 1944 Kambayashi notified Misao through Horiuchi that all temporary officials were to convene at the War Department, Tokyo, and a few weeks later attended with Nakajima, Goto, and, Misao believes, Ishiyama.

The meeting lasted on day (70-80 people), was conducted by Kambayashi, in which they were told that they were to supervise and help the medical officers in treating patients and preventing diseases.

Theoretically the chief of the Medical Bureau (Karibayashi) was the only one who could issue orders to Misao and colleagues, but the chief of the Medical Section of WA (Horiuchi) planned the schedule as to hospital and patients visits.

Misao received an order from Kanbayashi through WA Medical Bureau to 'Continue research in dengue fever.

The official meeting scheduled for May or June 1945 of temporary officials in Tokyo, was canceled, but an unofficial one was held for 1-2 hours by Karibayashi and Lt. Gen. Ibuka, head of the army medical school.

Misao believes that the Chief of Staff (Inada) and Chief of the Medical Section of WA (Horiuchi) would have had to approve the operations as well as the Chief of the Medical Bureau (Karibayashi). If Ishiyama did not want to perform such experimental operations, only the Chief of the Medical Bureau could have ordered him to perform them (Karibayashi).

Statement of Ishiyama (13 July 1946, not executed) Ishiyama ’’used to visit” WA for 2 years to instruct young medical officers operative techniques and use of injections, including seawater. This was as a result of a request throughout Japan of Lt. Gen. Kambayashi of Tokyo.

Statement of Kobayakawa (18 Aug 1947) As a member of the War Department Medical Bureau, Kobayakawa was part of the supervising staff for the care of wounded troops in the Hygiene Section, with Lt. Gen. Karibayashi as his im­mediate superior.

Statement of Hayashi (12 Aug 1947) Hayashi knew Gen. Karibayashi, head of the Medical Department of the War Department and a former pupil.

Hayashi knows nothing of these experimental operations. Then says he doesn't think Karibayashi would know about it, even if it involved the army.
