STATEMENT of SATO, Yoshinao (30 Oct - 8 Nov 1947):

On 15 August 1945 FUKUSHIMA had given permission to execute the flyers.

On about 15 August FUKUSHIMA told SATO he would take the responsibility for the making of the false report (Hiroshima); was in favor of saying that the Prisoners had been sent someplace by air, but SATO dissented, stating there would have to be further plans. SATO v/ent to Hiroshima; an unknown Colonel did not want to be involved, suggested he see KT Chief, NAKAHAMA, who refused to help; FUKUSHIMA then told SATO to go to Tokyo again. AIHARA told FUKUSHIMA about the false report that 9-10 Ps had been killed in the atomic bomb attack. FUKUSHIMA told SATO to devise a report as to the other 31 Prisoners.

In November FUKUSHIMA told SATO that he heard that the June report of 16 sent to , Tokyo was still there; that it must be recovered, so FUKUSHIMA, NISHIHARA and SATO went to Tokyo immediately. FUKUSHIMA and NISHIHARA had to attend a meeting concerning revealing of atrocities.

SATO apprised NISHIHARA and FUKUSHIMA that he had the original false report.

Statement of OKI, Genzaburo (9 November - 13 Nov. 1947):

On 16 January OKI prepared a report for the Ministry of the 1st Demob, from Chief of Demob. Bureau, which INADA, AKITA, NISHIHARA saw, which stated that the report that about 31 flyers were not killedat WAH, but were placed on a suicide plane disguised as a plane from G-en Staff Hq was false, that about 8 of these were killed at WAH on 20 June, 8 on about 10- August, 15 on 15 August, that SATO, ITO, WAKO, IDEZONO, TOMOMORI, FUKUSHIMA and KUSUMOTO were related to this case.

The notes which OKI burned in late January contained information from FUKUSHIMA and ITO asto there having been 4 series of executions.

FUKUSHIMA asked OKI that inasmuch as the case could be covered up why was/it being investigated. OKI replied that even the typists at Western Demob, knew of the affair that it couldn’t be covered up. FUKUSHIMA disliked INADA and AKITA, said things opposed to INADA. FUKUSHIMA had already sent a report to CIC that 31 flyers had been put on a suicide plane, did not want the case investigated.

OKI then gives a roster of Western Demob. Bureau: FUKUSHIMA, Chief of Business Bureau (under NISHIHARA).

Statement of NAKAO, Jukiro (10 Sept. 1947):

The Fukuoka airraid, started about 2130 on 19 June; they could not put the fire out; NAKAO feared the fire would burn the Prisoners, felt "Bushido" would be better for them; talked to ZIKUYA and they went into Air Defense Bldg, at 2300; saw FUKUSHIMA ^ and told him his feeling, and he asked who would kill the Prisoners and how. FUKUSHIMA turned to INADA and said something to him, and INADA told NAKAO he could not do such a foolish thing.

Statement of Koshi YUKINO (18 June 1946):

In late August YUKINO heard a rumor that the, PWs were executed. In early December SATO and FUKUSHIMA ordered YUKINO to report to WAH, whereupon he was told some PWs had been killed. SATO and FUKUSHIMA asked questions as to how many PWS on certain dates, food and shelter.

At the end of November 1945 FUKUSHIMA and SATO asked YUKINO to come to HQ; asked if he he knew any of the executed PWs names.

About 10-15 POs came to WAH with NARAZAKI for the purpose of guerrilla training. In this group was KUNIHIXO, HIRAKAWA, MIYAMOTO, NODA, EZAKI, YAMAGANI, SATANO, DAIKUBARA, MOMOTA, HI SHI DA, FUKUSHIMA, MATSUNAGA and SOEJIMA.[Marginal Note: -NO-]

Statement of Kanji NISHIHARA (14-19 July 1947): 

HARA stated that any atrocities at WA must be reported; FUKUSHIMA disagreed, daying. it was unnecessary and not good for future Jap-American relations, but at the conclusion seemed to agree with HARA.

INADA advised NISHIHARA in the last of November or first of December tha SATO, TIO and FUKUSHIMA had something to do with atrocities.

Statement of Tokuji ENATSU: (23 Sept - 31 Oct. 1947):

A report as/to names and number of PCs received plus number already imprisoned would I go to the WD, circulate through YAKUMARU, SATO, FUKUSHIMA, INADA, possibly CG (YOKOYAMA) the Staff Sec. and the Civlian Air Defense and Guard Section.

The PCS' went through these smaller headquarters until May 1945. Report went to YAKUMARU, FUKUSHIMA, INADA, possibly YOKOYAMA, MATSUURA, KOCHI, NAKATANI, and AIHARA. NAKATANI, YAKUMARU, FUKUSHIMA and INADA were required to read and place their bans on them.

On 15 August at 1400 the Emperor’s rescript was read. Immediately thereafter FUKUSHIMA, SATO and KUSUMOTO had a discussion, and ENATSU asked SATO and FUKUSHIMA if there was to be another execution and SATO replied they would have to execute the ramaining flyers because otherwise the former executions would become known, (it is possible FUKUSHIMA didn't hear this discussion; believes he heard KUSUMOTO say he would carry out execution.

About.20 August all RA Os of WAH were called to Hirao HQ,, including FUKUSHIMA, TOMOMORI, YAKUMARU, DSfendant, SATO, probably Co. SHINOZUKO.

About 21-22 August, FUKUSHIMA, ENATSU believes, called a 2nd meeting, which included FUKUSHIMA, TOMOMORI, KUSUMOTO, SATO and about 4-5 others; discussed the plan to make it appear that the flyers had died in the air raid shelter during the bombing attack.

ENATSU believes FUKUSHIMA approved all of the executions and of sending the Prisoners to the University.

Statement of Kiyoharu TOMOMORI (20 Jan. 47 - 20 March 1947):

In late July or early August 1945 TOMOMORI observed a woman beat a prisoner with an umberlla at WAH. TOMOMORI stopped the beating and reported it to FUKUSHIMA.

TOMOMORI discussed the Civ. Nat Def. Corps only with FUKUSHIMA and INADA.

On 16 August FUKUSHIMA told TOMOMORI of the 20 June execution.

Around 10 August TOMOMORI discussed the execution with one Moritoshi YAMASHIRO, a civilian employee of WAH. On 15 August TOMOMORI stayed overniglrj/at Futsukaichi, reported to work at Hirao on 16 August, whereupon FUKUSHIMA told TOMOMORI in front of SATO that they had to clean up matters re the PCS’, asked TOMOMORI if he didn’t know the flyers did not have a trial, that it was an illegal execution, despite fact that a Legal Officer was directing the executions (WAKO), that there was also an execution on the night of the airraid. TOMOMORI suggested the truth he told; SATO said he could not, said the "bodies were still "buried, and TOMOMORI stated that the "bodies must "be disinterred, cremated, and the ashes prayed over in a temple, to which SATO and FUKUSHIMA agreed. When TOMOMORI told FUKUSHIMA that a true report should, "be made he said that the "biggest problem was cleaning up the aftermath of the execution.

21 August at Hirao FUKUSHIMA told TOMOMORI that it would be made to appear that the Prisoners executed 20 June 1945 were killed in a bombing raid. SATO was there; TOMOMORI believes ITO was also there, although he might have come in a bit later. FUKUSHIMA insisted TOMOMORI go with him to inspect the place of the 20 June execution. That afternoon FUKUSHIMA called a meeting with ITOO ENATSU, SATO, MURATA and maybe WAKO, at which time it was decided to make it appear the the Prisoners executed 20 June were kfclled in a bombing raid.

In December TOMOMORI transferred to Kanoya. FUKUSHIMA questioned him on 6 December at West. Demob. He said he was having a rough time trying to hide the atrocities, asked TOMOMORI if he were responsible for carrying out the execution he attended. He said he was an observer only. FUKUSHIMA maintained that TOMOMORI was responsible to stop the execution. At that time FUKUSHIMA told TOMOMORI of the 15 August execution.

FUKUSHIMA said that the remaining PCS' were killed 15 August; that they feared that they would divulge information if released. FUKUSHIMA had told TOMOMORI he was charged by the C/S to conduct an investigation; was trying to hide the atrocities.

On 8 December TOMOMORI told INADA that FUKUSHIMA questioned him, was not conducting an appropriate investigation, to which INADA said that it was FUKUSHIMA’S responsbility. About 24 December FUKUSHIMA repeated to TOMOMORI the same thing, but added that he heard TOMOMORI approved the beating of the Prisoner.

All persons involved in the WA atrocities were called to dinner at Futsukaichi on 31 January by NISHIHARA; FUKUSHIMA, among others was present.

Jan 6 statement of FUKUSHIMA: On 6 January IGAWA and OKI examined FUKUSHIMA, who stated that the disposition of flight personnel was the task of the 15th Army; that he had nothing to do with it, but that disposition was effected through the system . of command involving YOKOYAMA, INADA, AKITA and SATO, that he heard of the 29 June execution after it happened, that TOMOMORI told him of the executions in early June on the day after. On 15 Aug SATO inferred to FUKUSHIMA that the flight personnel would be executed, and FUKUSHIMA said it could not be condoned since Japan had accepted the Potsdam declaration, but he later heard SATO ordered the executions. FUKUSHIMA said there were about 4 such occasions, but was not referring to the other that he tried hard to hide these murder incidents from the US Army and so reported that the 31 unaccounted for at the surrender, according to SATO's chert, were transferred to Tokyo by air, but Tokyo said no such airplane was unaccounted for, and Oki thought he could cover by saying a special attack plane engaged in suicide attack dropped into the sea with theflyers aboard or that it plunged into an American battleship. Thus such a report was sent to the CIC in Kurume bearing FUKUSHIMA's name, that SATO was then investigating this particular plane, that he thought the deaths could be concealed, unless the Demob. Min. ordered a report of the facts.

About 7 Jan OKI questioned 3 girls of the Intendance Section ofWA, 3 knew of 20 June execution. This was to prove to FUKUSHIMA that it was impossible to hide the execution; he then told FUKUSHIMA and INADA about this.

On the night of 19 June when INADA was in the Air Def. Oprs. Roo with YOKOYAMA and FUKUSHIMA, FUKUSHIMA said that some of the young Officers wanted permission to decapitate the flyers, whereupon INADA said that it should not be allowed.

About midnight on 17 June 1945 JUKUYA and NAKAO came to FUKUSHIMA and asked if he would permit them to decapitate the flight personnel; FUKUSHIMA turned to INADA who said it would not be permitted. On 15 August SATO came to FUKUSHIMA and asked his opinion about the execution of flyers; he definitely objected. 

As to the 12 June execution ITEZONO said "How about punishing them?" to which SATO agreed but said to ask FUKUSHIMA, but he obtained permission from TOMOMORI

On 15 August SATO went to FUKUSHIMA, who did not clearly say "Permission not granted so SATO implied consent and ordered 15 flyers executed at Aburayama.

30 Jan; SUZUKI bad written orders to investigate FUKUSHIMA, ITO, TOMOMORI SATO KUSUMOTO sad ITEZONO.

(Change in Report of OKI: The part stating that FUKUSHIMA did not clearly say "permission not granted" was changed to read "SATO was not certain whether Maj. Gen. FUKUSHIMA said definitely that permission is not granted at the time, but thinking that the general had consented, it would conform to FUKUSHIMA'S wishes."

On 15 August, KUSUMOTO asked SATO about disposition of about 15 flyers; thought they should be killed; asked FUKUSHIMA for approval; although approval not definite, SATO took it forgranted that he did.

In May or June YOKOYAMA told SATO it was alright to carry out execution of PWs, reiterated it about 0100 or 0200 on 20 June; SATO understands that FUKUSHIMA was also talking about the execution on that/day. 

On 16-17 August, FUKUSHIMA assembled the participants of the 15 Aug. execution and said that the entire responsibility rested with him. 

At the end of the war FUKUSHIMA carried 2 vials of potassium cyanide with which he decided to commit suicide in event incident was discovered; told SATO about it.

Statement of Hiroji NAKAYAMA (16 Jan 1948): NAKAYAMA had contact with FUKUSHIMA and others in staff section in propoganda work. After 19 June airraid FUKUSHIMA became highest ranking staff Officer at HQ.

NAKAYAMA heard that Naval Officer performed execution about 22 August, at which time FUKUSHIMA asked NAKAYAMA whether any newspaper reporters knew of the executions. FUKUSHIMA said the newspapers should print nothing of them and stated that "we higher ranking Officers" would take full responsibility. NAKAYAMA recalls that when FUKUSHIMA cautioned him as to not disclosing the execution to the newspapers he also told him to check his sword to see that no blood or bone remained on it.

KITANO was cognizant of the Potsdam Declaration and about 16-17 November 1945 went with TANI to Tokyo where TANI called FUKUSHIMA and others to one side, and told them they had reported to the War Minister the fabricated story of the 9 flyers.

When war ended 15 August and KUSUMOTO asked SATO what should be done about the 15 flyers who requested instructionsfrom FUKUSHIMA. FUKUSHIMA did not clearly specity and SATO assumed this as tacit consent and ordered KUSUMOTO to have them slain.

Statement of ITEZONO (23 Oct. 1946):

FUKUSHIMA and others of the raiding force were present at this execution (Aug. 10). He and the others did not personally engage in the execution.

On the night of 16 August SATO said that FUKUSHIMA told him to execute the American airmen, but after the war ended told SATO that it was his responsibility; that he was on the spot.

On the evening of 15 August, on orders of FUKUSHIMA and at request of Lt. Col. KISHIMOTO, KONDO and ITEZONO took belongings of American crewmen out into the hay for disposal. On August 16 other belongings were burned; FUKUSHIMA was present.

In the afternoon of August 15 FUKUSHIMA warned about disposition of firearms, and he reprimanded ITEZONO severely because they hadn't been disposed of.

ITEZONO and TANI attended conference of army area commanders at War Ministry about 16-17 November. FUKUSHIMA and others were present. TANI told them he would assume responsibility for PW problem and had notified the Minister to this effect. FUKUSHIMA said nothing.

About 13 November FUKUSHIMA told SATO that NISHIHARA was scheduled to attend a conference of army dist. commanders to be held in Tokyo, that FUKUSHIMA was to accompany him.

After the surrender YOKOYAMA established the WA policy to make every effort to conceal the facts re flyers executed by WA. FUKUSHIMA was placed in command.

Statement of Katsuya YAKUMARU (2 Feb. 1948):

At WA INADA was chief of the investigating department, the assistants being FUKUSHIMA and ITO. Reports from WA were sent through the 2 Gen. A. Investigating Commission to the Central Commission as to PWs. Matters re air crew members by SATO were forwarded to the Chief of the Department through FUKUSHIMA, who in turn forwarded them after approval of army commander to the Chief of the Central Inves. Commission through the chief of the 2nd G-en. A. Commission. At WA on those papers requiring seals,, they were affixed by YAKUMARU, FUKUMOTO, FUKUSHIMA and INADA, and the CG as to PWs, by FUKUSHIMA and others.

About October 1945 YAKUMARU reported PWIB report of WA on incident involving death of air crew members by bomging to FUKUSHIMA. FUKUSHIMA ordered YAKUMARU to send someone to PWIB to get document. HONAKA was refused the documents since he was a ’’mere government clerk.” YAKUMARU reported this to FUKUSHIMA, later heard that either SATO or FUKUSHIMA met TAMURA, chief of PWIB at the time of the meeting of the army district commanders in November 1945 and received the document.

SATO ordered AIHARA to be responsible for drafting of false report, showed YAKUMARU original copy; YAKUMARU had no alternative but to take to FUKUSHIMA for approval.

FUKUSHIMA should be well aware that this report was false as YAKUMARU explained it to him.

Contents of the telegram was "16 Am Air crew members who were interned in Fukuoka were all killed by bombing in the hq. when Fukuoka was bombed on 20 June.” FUKUSHIMA corrected "in the hq" to "in a bldg in the hq." The report was made about 28 June at which time the/greater part of the hq.. had moved to Futsukaichi and FUKUSHIMA was the Sr. 0. of Fukuika Hq.

Statement of Manzo TAKAHASHI (I Mar 48):

TSUBOSHIMA sent TAKAHASHI to Fukuoka from 8 to 12 Jan to check on the 31 men who checked with INADA and OKI. INADA told TAKAHASHI it was useless to see FUKUSHIMA and SATO. INARA said that he and the army commander (NISHIHARA?) had nothing to do with the report, but FUKUSHIMA and SATO said they did, that OKI tried to favor the LS.

INADA stated that SATO claimed that FUKUSHIMA had given permission to execute the remaining flyers (15 Aug), but FUKUSHIMA denied this. Defendant did not believe that SATO was of sufficient authority and responsibility to be responsible for the executions.

A report of 5 Feb from Western Demob asked that previous report be destroyed and instant report substituted, in which the names of ITO, TOMOMORI and FUKUSHIMA were omitted.

Statement of Yoshinao SATO (10 Dec 47):

15 Aug 45 Execution: KUSUMOTO came to SATO with his recommendation for execution. YAKUMARU agreed, so SATO agreed to get authorization of FUKUSHIMA, went to him with KUSUMOTO, who waited at the entrance, and FUKUSHIMA did approve it, which Defendant told KUSUMOTO.

Around 17 August FUKUSHIMA said the execution was against the Potsdam Declaration; about 16-17 he assembled participants of 15 Aug execution and said he ordered it and would bear the responsibility.

About 20 November, SATO visited YOKOYAMA, who told SATO that he and FUKUSHIMA should take the responsibility of the execution; that trouble to the Emperor would be caused M he assumed it; SATO told FUKUSHIMA that, who was enraged, resolved to commit suicide with potassium cyaAide, which he always kept on himself after the war.

SATO reported the execution to FUKUSHIMA afterwards, who criticised him for conducting it in daylight.

In Nov when the staff assembled FUKUSHIMA asked Defendant whether he authorised the 15 August execution and SATO said he did, whereupon FUKUSHIMA said he was under the impression he did not.

In Nov, at a meeting, FUKUSHIMA said he did not know there had been execution cases, but this is a falsehood.

On 20 June 1945 FUKUSHIMA, as the sending authority, affixed his seal to a falsified telegram to the effect that 16 airmen had been killed by bombing.

FUKUSHIMA there said it should be unnecessary to report illegal acts v. PWs, "but HARA told him true reports should "be submitted, and NISHIHARA told FUKUSHIMA this was the opinion of the Mins of War.

Statement of Fumio TSUBOSEIMA (4 Mar 48):

TAKAHASHI said that SATO and FUKUSHIMA had told him that 15 flyers were executed in mid Jun 45, 8 in August before the 15th and 15 on 15 August.

INADA brought official report fromNISHIHAHA to 20 Jan 46 meeting, which stated SATO and FUKUSHIMA were responsible for the 15 August execution.

TSUBOSHIMA removed from'the report reference to Gen. ITO, TOMOMORI And FUKUSHIMA, since he felt there was not enough proof.

About 9 February 1946 TSUBOSEIMA saw a report of either NISHIHARA or NISHIHARA asking for corrections on the report submitted in Jan 46, that the responsibility of FUKUSHIMA and others be weakened.

Statement of Masaharu KIKKAWA (17 Feb 48):

In late April or early May KOKO and KIKKAWA visited WAH on matters of intelligence, onnferred with FUKUSHIMA and INANAGA. Disposition of the Prisoners was not discussed.

On orders of the CG KIKKAWA went to WAH about 10 Jan 46, asked for SATO, who was not present, met AKITA, told him there was no suspicie at Hiroshima. AKITA told him to see INADA, who was handling the American investigation, which he did, FUKUSHIMA came in, listened, but did not talk.

Statement of Kan.ii NISHIHARA (14-19 July 47):

NISHIHARA attended meeting of commanders in Tokyo 17-18 November called by Shimomura. Received orders to report any atrocities on PWs. NISHIHARA asked Hara to explain matter to FUKUSHIMA, which meeting included Yoshizumi and Sato. War atrocities must be reported; Fukushima disagreed, unnecessary and not good for future relations between US and Japan. FUKUSHIMA "seemed" to agree with Hara at end of meeting.

INADA in late Nov 45 told NISHIHARA that SATO, ITO and FUKUSHIMA had something to do with the atrocities.

Report of 16 Jan 46 named FUKUSHIMA, SATO, TOMOMORI and ITO as responsible.

Before 20 Aug. execution MATO ordered ITEZONO to kill the remaining flyers, but to get sanction from FUKUSHIMA, but he went to TOMOMORI and invited him to attend. FUKUSHIMA did not tell SATO distinctly that he disapproved, says SUZUKI.
